data for 2018 was done by using the most recent and accurate GRD per capita and population measurements available for all regions on wikipedia to calculate a west german and east german average (granted, berlin was excluded for obvious reasons, which may skew the result one way or the other)
The ratio is the key part: They went from 55% of what West Germans make to 69% between 1989 and 2018. They're on track to reach parity, but things like that are not fast, and most people are not willing to make the long term sacrifices necessary.
It's worth noting that if East Germany and West Germany grew at the same rate, East Germany would've gone from 0.55 to 0.55, but instead they closed some of the gap.

1. Growth tends to level out after a certain point, which is why developing economies tend to see the fastest growth.
2. It's possible that the "punishment" of East Germany stopped after a period, so East Germany didn't bounce back from the war damage until much later than West Germany due to continued penalties by the Soviets.
A third is that West Germany was just growing so rapidly in the 1990s that it was hard for East Germany to keep up.
