We can eliminate anchor babies by Act of Congress.
It's a "legal gray area," but right now they're guaranteed jus soli citizenship by the current nationality law of the US.
Even weakening its enforcement to a barebones SCOTUS-enforced level would crash immigration
I doubt we can prevent nonwhites from getting citizenship, but if we'll live in an environment where that is a possibility, that will say very good things about where we'd be
