Essentially direct democracy on the local(cantonal) level, representative democracy on the state level, and a federal democracy governed by what I call the confederal citizen, or confederates. Confederates are any citizen of the nation who did a term of service for the nation to display their willingness to put the good of the many over personal self interest. The typical form of service would be military, but that isn't necessary and the service can be essentially anything so long as it is arduous and a proper display of national duty.

So general citizens have high degree of autonomy and political control at the local and state level, but if they wish to have a say in federal politics they are required to prove their competency and worth.

if you have chain of custody issues with the storage boxes for ballots, they can just vanish the box and replace it with a new one full of completely different ballots. if they don't allow observers, you can just look at ballots (legit or fake) and tally whatever result you want. see an R box checked, but mark the vote for D.
