There's definite hypocrisy in the system too. Back in college there was this kid that was obviously an English nationalist, constantly spouting hateful stuff and aggravating people, would actively avoid people of different cultures. Openly mocked Ireland multiple times to me, told me he wished all Irish were dead, laughed at a lesson about the potato famine and continually went on about how Ireland belonged under the English flag. Told the higher-ups about him, he told them I threatened to kill him because I said something like "shut up or I'll shove my foot so far up your ass blah blah whatever". He got his friends to follow me around, look in through windows at me during class, generally trying to intimidate me. Headteacher pressured me out of pushing forward a formal report because his grades were high and mine were low, spun everything like I was the aggressor, and I was removed from a few lessons "for his safety". Yyyyyyup.

The funniest part was he pulled the "my grandmother is irish" card when his grandmother was northern irish and also hated ireland
