Economizing- Say three paths: road 1 = (line A,B) , road 2 = (line A,B)+distance 50 north, road 3 = (line A,B)-distance 50 south. Say road 1 costs $50, road 2 costs $35, and road 3 costs $20, the driver could economize by picking the road at that suits them best in relation to time/money. Currently drivers have no incentive to economize because roads are completely subsidized, so they tend to take the shortest route every time which leads to congestion.

Substitutes the cost of the road would still have to be less than airfare to compete with that substitute. So there would be no monopoly in that regard, also, perhaps in a free market with private roads, passenger trains would once again be competitive in the market. Currently with subsidized roads there is no reason to compete in this sector.
