because by definition executive order is a directive issued to civil servants on how to implement legislation (execute it) if there's no legislation backing up the order it's a moot point

More of a fan of the acoustic version personally.
The song is about a man that lost his fiancee shortly before joining the Spanish Legion and that, in the end, after dying during combat, finally joins her in Heaven.
The letter he was carrying probably confirms that she died after a long illness, that she knew she was about to die.
